I have a question regarding specific power of the LoHP.

If the user sees a skill, and compiles a book and has read it in the library, is he able to use the skill himself? or does he have to practice to get to the level of skill in his knowledge?

Like wtf did his eye powers go. Back in sanctum of sages he got that incomplete eye techniche and never came up again
